The Canadian Institute of Steel Construction (CISC), working in partnership with the Federal Government of Canada, is providing financial incentives to small to medium sized organizations to hire first year apprentices. One of the many tools in the toolbox to increase the number of top level skilled trades supporting our industry sector into the future.

Refer to list of trades that are available for incentives from the CISC. Note these are both manufacturing and construction (field) based apprentice trades.

Enrol Now, Before You Hire

If you are a company thinking of hiring a first year apprentice(s) and are interested in the financial incentive, you must first enrol and sign the program agreement, before you hire, to be eligible.

Employer Requirements

(refer to Enrolment Agreement for full details)

  • Company with less than 499 paid employees at time of enrolment
  • Have not yet hired the apprentice for the specific trade (before signing Enrolment Agreement)
  • Enrol online with the CISC
  • Has completed and signed the Enrolment Agreement
  • Employer completes one hour diversity training after enrolment
  • Submits copy of apprenticeship agreement with Apprenticeship Authority for given hired apprentice
  • Provides electronic banking information for payment
  • Has newly hired apprentice enrol and complete questionnaire in program portal

Incentive Criteria

  • maximum 2 apprentices per Period (April to March)
  • $5,000 per qualified apprentice
  • $5,000 bonus if the apprentice self-identifies with at least one of the designated Equity-Deserving Groups (total net incentive of $10,000)
  • Program ends March 2024

Equity-Deserving Groups

Apprentices with in the following groups make the employer eligible for a total incentive of $10,000 per apprentice:


  • Women
  • Indigenous people
  • Newcomers to Canada
  • Persons with disabilities
  • Visible minorities
  • LGBTQ2S+


Equity-Deserving Groups 

Data Definitions


1. Women

Women are participants who self-identify their gender as woman. Gender refers to an individual's personal and social identity as a man, woman or non-binary person (a person who is not exclusively a man or a woman).


 2. Indigenous

Indigenous individuals are participants who self-identify as having Indigenous identity. This includes those who identify as First Nations (North American Indian), Métis and/or Inuk (Inuit), and/or those who report being Registered or Treaty Indians (that is, registered under the Indian Act of Canada), and/or those who have membership in a First Nation or Indian band.


 3. Newcomers

Newcomers are participants who self-identify as having arrived in Canada within the last ten years and are legally entitled to work in Canada, including permanent residents, Canadian citizens or persons granted refugee status in Canada.

4. Persons with disabilities

Persons with disabilities are participants who self-identify as having have a disability in one of the following categories: Seeing, Hearing, Mobility, Flexibility, Dexterity, Pain-related, Learning, Developmental, Mental health-related, and Memory. The disability must result in a limitation in daily activities. The presence of a difficulty alone is not sufficient – individuals whose disability rarely presents them with some level of difficulty in their daily activities are excluded.

5. Visible minorities

Persons who self-identify as being a visible minority. The Employment Equity Act defines visible minorities as "persons, other than Aboriginal peoples, who are non-Caucasian in race or non-white in colour".

6. LGBTQ2S+

Persons who self-identify as a member of the LGBTQ2S+ community. The acronym LGBTQ2S+ includes lesbian, gay, bisexual, or another minority sexual identity such as asexual or pansexual, as well as minority gender identity (trans and non-binary identities like genderqueer, gender fluid, pangender or agender).
